It’s a skirt! No it’s shorts! These are very fun shorts that pretend to be a skirt I love this piece but I never find a reason to wear it I hope someone else will! + really nice deep pockets! There is elastic in the back of the shorts the flat waist fully stretched is probably closer to 18’
