I made this as part of a muslin for a commission. The sleeves have some loose elastic in them to create the ruffling and the neck has another piece of jersey knit fabric tied in a bow at the back to make it adjustable. The last photo shows the inside-out view. The “waist” measurement is really the “under bust” measurement.
