Green Cotton Velvet Skirt

Gorgeous vintage cotton velvet skirt that I found last year and was very excited to wear, but have to admit that it doesn’t fit and I don’t have the time to alter it! No contents or label tag, but I am confident that this is 100% cotton velvet with an acetate lining. Size tag says 12 but this is vintage so please check the measurements! It is possible that this is homemade, tailor-made, or previously altered because there is a velcro modesty closure on the waistband in addition to the button closure, which one usually does not see on mass produced clothing, even of this era (guessing 70s.) Gathered waist, A-line style…has more room than a pencil skirt and would be glorious for the holiday! Cotton velvet is hard to come by so I would like to trade for an equally special piece or natural fiber.
