Grey Tie-Waist Skirt

This is a size L grey Patagonia skirt with a tie at the waist. I’ve never been able to figure out exactly how the waist was supposed to work with the tie so I tried to take a few different photos to be able to see how it is constructed. The waist and hips are straight cut (same width for both. I imagine this would be better worn on the hips than at the waist. The only flaw I see is that I had it safety pin at some point and there are a couple of small holes in the waistband where the tie is. I included a photo.
