Funky patterned skirt

There are no tags so I’m assuming this is homemade. The material is unknown but feels like a light woven cotton. The material is somewhat thin but not transparent and the skirt is so full it provides ample coverage. Very fun to wear on a windy day because it will billow. It had a minor tear at the seam when I thrifted it and I mended it with matching thread. Photo of the mend included.
