Bust measurement is somewhat flexible because of tie back. Elastic in back for waist as well- 18” relaxed, up to 23” stretched. Elastic in arms. Excellent used condition. I’ve worn this to dinner twice and love the back, but it is unfortunately a bit too big for me.
