New without tags! Only tried on. The elastic part, which is designed to sit higher up than the bust is 13 inches unstretched. It stretches up to 20 inches flat, but for comfort I'd say maybe 15"? Overall flexible sizing, especially since you can untie the ties and adjust to your preferred length! Super cute and perfect for summer :)
